Strengthening Education Through Partnership

Silem Foundation believes that lasting educational change happens by strengthening schools, by not replacing them. Silem Foundation is a nonprofit organization. We do not operate as a school, college, or academic institution.

Our School Network Model is designed to support existing schools by improving educational quality, reinforcing local leadership, and sharing resources and standards across communities while respecting each school’s identity and governance.


Why a School Network?

Many schools in Haiti operate with:

  • Limited resources

  • Insufficient teacher support

  • Weak administrative capacity

  • Barriers to student attendance and learning

Rather than creating parallel systems, Silem Foundation works with schools, helping them become stronger, more resilient centers of learning within their communities.


How the Network Works

 

1. Partnership-Based Entry

Schools join the Silem network through a formal partnership based on shared values and commitment to education quality, child protection, and accountability. School selection is based on demonstrated community need, leadership commitment, and readiness to meet basic governance and child protection standards.

Each partner school:

  • Retains its independence and leadership

  • Commits to basic governance and reporting standards

  • Collaborates with Silem on agreed educational priorities


2. Education as the Core

All support provided through the network is education-centered.

Silem focuses on:

  • Strengthening classroom learning

  • Supporting teachers and school leadership

  • Improving student attendance and retention

Health, nutrition, and digital learning initiatives are integrated only as enablers of education, ensuring children are healthy, present, and able to learn.


3. Shared Standards & Capacity Building

Network schools benefit from:

  • Shared educational standards

  • Teacher support and pedagogical guidance

  • Administrative and operational strengthening

  • Access to tools, training, and best practices

This model improves quality across schools, not just in one location.


4. Local Leadership & Accountability

Each partner school remains locally led.

Silem works with:

  • School directors

  • Teachers

  • Local administrators

  • Community representatives

Programs are implemented locally, while reporting and financial accountability align with Silem Foundation’s governance and donor standards.


What Schools Receive

Depending on needs and capacity, partner schools may receive support such as:

  • Teacher support and instructional guidance

  • Learning materials and basic infrastructure support

  • School nutrition or health-related interventions that improve learning outcomes

  • Digital learning tools and administrative support

  • Program monitoring and reporting assistance

Support is tailored, time-bound, and aligned with each school’s capacity and agreed priorities.


Measuring Impact

Silem Foundation tracks progress across the network using clear indicators, including:

  • Student enrollment and attendance

  • Teacher retention and engagement

  • Learning environment improvements

  • Program participation and outcomes

These indicators allow Silem Foundation and its partners to track progress, improve program quality, and meet donor reporting and accountability requirements


Looking Ahead

By 2023, Silem Foundation aims to support more 20,000 students by expanding a carefully governed network of partner schools while prioritizing quality, local ownership, and long-term sustainability over rapid expansion.
